About Dudley Council

Dudley Council serves over 320,000 residents, employs just under 8,000 staff and manages a net general fund budget of 330 million. It is a predominantly urban local authority located in the West Midlands conurbation and is made up of four main townships.

Council Plan 2024-2025

 

Dudley Council is constantly striving to improve the way that we deliver our services to meet the needs of local people, and to ensure we can measure and demonstrate our achievements. The Council Plan 2024-2025 sets out Dudley's strategic direction for the year.

​As part of our response to external reviews and audits, the council is focussing on a plan that is fit for the future. The council's one-year plan reflects our focus on becoming a financially sustainable organisation.

​

The plan has five key priority areas, three inward-facing and two outward-facing:

​

  • Financial sustainability, efficiency and providing best value

  • Governance and control

  • Leadership and culture

  • Delivering for our customers, residents and communities

  • Supporting businesses and the local economy

​

These priorities are supported by additional narrative on the outcomes that the council aims to achieve including the need to improve its governance, decision-making, leadership and financial resilience whilst maintaining the delivery of core services to our residents and communities.

The five key priorities will be measured and delivered through key performance indicators, objectives and projects aligned to the Fit for the Future programme.

Dudley Council Improvement plan​

Our Dudley Council Improvement Plan (DCIP) sets out key improvement activities that ensure we are a council focussed on:

 

Delivering high quality, value for money services to our communities, continually striving to improve our partnership and community working.

 

We continue to face unprecedented challenges. Cuts in central government funding, with rising demand and costs, mean we must do more with less resources. We are determined to make radical changes to our organisation, structure and business methods, as well as improving our service delivery. We are responding to our challenges at pace, working together to implement a phased response to sustained improvement across all key services and to the business operating model of the council. The Fit for the Future programme was the first phase in 2024.

 

It was developed in response to the budgetary and demand challenges and to respond to the scrutiny reports received from the Local Government Association (LGA), Chartered Institute of Public Finance and Accountancy (CIPFA) and external auditors, which set out an urgent need for improvements. It resulted in swift and significant saving being identified and set the groundwork for the longer term transformation of the council. We are now developing a new Dudley Borough and our Dudley Council Improvement Plan is at the heart of this new way of working. For the first time we have a single integrated plan and are confident this will lead us forward successfully in the next phase of the improvement journey.

 

This document outlines the new plan and how it will create an improved, lean, financially sustainable and efficient council, well placed to face the current, and any future challenges. There is still a lot to do, but we will work closely with staff and stakeholders to implement and continually review the new plan, while delivering essential high quality service that our residents can rely on
